Standard A

Standard A: Demonstrate the ability to communicate effectively through concise, grammatically correct and clear, well-organized writing. 

Performance Objectives:
1.  Provide at least one single-authored example that conveys complex ideas through professional quality writing and graphics.
2.  Provide examples of a variety of communication formats to reach different target audiences.

In the MPA program, I have learned how to improve and hone my communication skills, particularly in writing for different audiences or stakeholders. The examples selected from my time in CPAP distinctly reflect this competence. Standard A of the MPA Portfolio requires communication through concise, clear, and organized writing in professional writing to a variety of audiences. The works I chose to fulfill this standard are from PAPA 6314: Budgeting and Policy Implications, PAPA 5014: Concepts & Approaches, and PAPA 5315: Behavioral Skills for Managers. 

The first example for Standard A, Objectives 1, is an analysis of Giles County, Virginia’s Budget from the Budgeting class. Example 1 overviews Giles County, examines revenues and expenditures, provides future trends, and provides recommendations to county administrators.  By carefully reviewing Giles County’s past budgets, rate of inflation, and their Annual Comprehensive Financial Report, I was able to predict gradual increases to their budget in the upcoming fiscal years. I interviewed the Financial Director of Giles County for insight and clarification on aspects of the budget. Example 1 features professional tables and graphics comparing various sources of revenues and expenditures for multiple fiscal years. These graphics illustrate large and complex information into a easily digestible format for readers. 

The next example for Standard A, Objective 2, is an academic memo about a current issue in Public Administration directed to my professor in Concepts and Approaches. I wrote this paper to educate the academic community and concerned public administrators on Chevron Deference, specifically related to environmental law. Example 2 discusses the overturning of Chevron Deference in 2024 and the unknown implications of its overturning on public policy. My work reflects key actors affected by Chevron Deference and I ground my analysis using the Federalist papers. 

The last example for Standard A, Objective 2 is a case analysis to public administrators in disaster response from Behavioral Skills on government mismanagement during Hurricane Katrina. The case analysis discusses Hurricane Katrina’s impacts to the New Orlean’s community and examines the local, state, and federal government’s response to the 2005 disaster. I wrote this case analysis to highlight the miscommunications between FEMA and the City of New Orleans during the disaster. Example 3 directly applies the management theories from Behavioral Skills to the complex decisions made by officials during Hurricane Katrina and concludes that clear communication is essential in times of crisis. 

My works showcase my capacity to communicate with different audiences on a variety of complex topics. The ability to communicate concisely, clearly, and to various audiences is crucial. Communication can make the difference between the success or failure of one’s career, a policy proposal, or meeting with the public. Constituents and employees alike can be well informed and uplifted through effective communication.
